telegraphed to Mr. Howe, H. M. Chargé d'Affaires at

Nanking, to ask that ne should use his good offices in

any way to promote the successful administration of the

scheme pending the resumption of duty by H.M.Ambassador

nimself. Mr. Gull wants us to send a telegram to a

similar effect to the Officer Administering the Government

of Hong Kong, where the new Governor will not arrive until

the latter part of this month.

It will be noticed that the organisation is to

be set up in China, and I mentioned to Mr. Gull that he

would of course appreciate that the sphere of authority

of the Governor of Hong Kong did not extend beyond the

Colony's boundaries, but that presumably there would be

some branch of the organisation which would function in

Hong Kong, and in which the Governor could show a practical

he would be telegraphing today to the Chamber of Commerce

in Hong Kong to ask them to co-operate fully with the

Chamber in Shanghai in the arrangements for setting up

the organisation to administer the money and material

contributed. He promised to send me a copy of that

telegram and I also said that I would ask the Foreign

Office to let us have a copy of the telegram which nad

been sent to H.M. Chargé d'Affaires at Nanking. I did

not doubt that we should be prepared to communicate to

a similar effect witn Mr. N.L.Smith.

As soon as I receive the copy of Mr. Gull's

telegram to the Hong Kong Chamber of Commerce and the

Foreign Office telegram I will send on a draft telegram

to the 0.A.G.
